Since 1983, Oxford Technology Management (OTM) has specialised in making and managing investments in start-up and early stage technology-based businesses with high growth prospects. In total, we have made more than 150 investments in technology start-ups. Almost all of them are within an hour’s drive of Oxford, so that we can be actively involved to help. The OTM investment team are all scientists or engineers by background, and understanding the technology is the starting point for any investment that we make.

Lucius Cary

Founder and Managing Director

Lucius Cary is the founder and managing director of Oxford Technology. He has a degree in engineering and economics from Oxford University, an MBA from Harvard Business School and was an engineering apprentice at the Atomic Energy Research Establishment, Harwell.

After forming and raising  finance for his first business in 1972, he founded "Venture Capital Report" in 1978 and was its managing director for 17 years. In March 1996, he became chairman and reduced his day-to-day involvement in order to concentrate more fully on Oxford Technology Management's investment activities. Oxford Technology Management raised its first fund to invest in start-up and early-stage technology companies in 1983. In 2003, he was awarded an OBE for services to business.

Andrea Mica


Andrea Mica graduated from the Delft University of Technology with an MSc in Industrial Design Engineering, and went on for a further graduate study in Innovation and Creativity at the State University College of New York at Buffalo.

He has a strong and varied background in technology prior to joining Oxford Technology – both promoting technologies for sale, and identifying new technologies to invest in.

He also has an entrepreneurial streak – most recently he co-founded CleanSteel Ltd, a company that has developed a new technique for recycling waste products from the tyre industry.

Bijan Kiani

Strategic Advisor


A proven business leader with the ability to drive vision, strategy, and execution, with an approach to marketing that is very realistic, results-oriented, building a solid franchise based on real value and customer satisfaction. Possess an entrepreneurial mindset, worked in multiple startups and delivered quick results.  Holds a PhD degree in Electronics from the University of Edinburgh.

Oxford Technology invested in Bijan's first start-up business, INCA, in the 1980s. The business did very well and 3i later invested. INCA was ultimately sold to a company in California for whom Bijan then went to work. After a few years, Bijan was headhunted by Synopsys to head up their product marketing and business development strategy. Synopsys employed 300 people at that time and Bijan played a major part in its growth to 13,000 people today and the No 1 position in its field (Electronic Design Automation). In 2019, Bijan contacted OTM, saying that while he had enjoyed working with Synopsys and building a large and successful business, what he had really enjoyed most was the early days of his first business, working with OTM to get it all going etc. So what he would like to do would be to help our investees get going in the US. So he flew over and spent a week visiting the CEOs of some of our investees. Since then, he has been actively helping our investees get started in the US, helping them to secure their first US sales and also helping them with their business strategy. Every single person from our investee companies who has worked with Bijan has said how helpful and useful he has been.

Bijan is actively involved in our investee companies and is now CEO of Machine Discovery.

Chenjie Ma

Investment Analyst (China)

Chenjie has an MEng from St John’s College, University of Oxford. She has worked as an Investment Director for E2Exchange, an Equity Research Analyst for BGR Asset Managements, a Trader Trainee for Marex Spectron, a Private Equity Summer Analyst for Spring Ventures and a Summer Consultant for Ove Arup & Partners.

In 2017, Chenjie moved back to China to set up OT China, helping Oxford Technology investees find manufacturing, sales and investment in China. She is also acting as the interim CEO for Sime, China.

Francesco Moiraghi

Investment Analyst

Francesco Moiraghi graduated with a BA from the University of Milan and a BPhil in Philosophy of Physics from the University of Oxford. While co-founding an Oxford University spinout, he also worked as a Postdoctoral Research Assistant at the Oxford Department of Engineering Sciences and was an Entrepreneurial Lead to an ICURe project.

As an intern at the United Nations Development Programme, he contributed to the development and launch of the Global Dashboard for Vaccine Equity.
